PROSAT was developed in South Africa during a process of national Workplace-Based Assessment implementation into postgraduate medical training. Discussions with Workplace-Based Assessment/Competency-Based Medical Education leaders in North America and Europe revealed the tremendous setup and running costs of a Workplace-Based Assessment/Programmatic Assessment platform. Thus, the reason for PROSAT's development was to create a system that provided similar features, but was cost-effective enough to enable widespread implementation in Low to Middle Income Countries.
As Workplace-Based Assessment doesn't work well outside of a Programmatic Assessment framework, PROSAT's features were quickly expanded to allow for this integration.
